Yes you can apply for central institutes in mop up round. As per your query you have follow the same process as for the previous round just by choosing. Also you have not mentioned your category so it is difficult to say about your admission. I assume that you are from general category then it is nearly impossible with this rank where as you could have chances if you belong to SC/ST/OBC with this rank.
