According to the basic structure, you have qualified NEET but considering the level of competition your chances of obtaining a seat in a government college is fairly low. To have a assured seat you must score higher marks to increase your probability.
Diabetic condition is not considered as a disease in PH category so you cannot apply either in that category.
Either you can try applying in a private medical college for a management quota seat or you can also prepare well and appear for the exam in the upcoming year.

It is very sad to here about you but your marks are very low and even i think suffering from diabetese is not a physically handicapped candidate so you cannot apply by having this reason. Now they will not arrange the special college for you even not for anyone. And also with your marks you cannot get any govt. college anywhere. I would suggeat you that you go for the other courses which has the bright future options and you can give time to yourself without any burden.
