Hello Jeyakumar. I hope you are doing good. You mentioned your expected marks to be 400 out of 720 in NEET UG 2021and you belong to SC category. You also mentioned your home state is Tamil Nadu yet you are looking forward for getting admission at Medical Institutes of Karnataka. Well, if you secure 400, then your overall percentile may lie somewhere around 86.18 - 86.68 while your AIR may lie within the range of 212272 - 252422 considering the difficulty of the paper to be moderate.
Based on this marks and rank, it is less likely for you to get chance at any Public/Government medical institutes and top-rated private institutes via All India Counselling. However, if you are lucky enough, there is slight possibility for you to get admission to MBBS/BDS at very few private medical institutes in Karnataka although the amount of fees is much higher than other top-rated private colleges, namely:

As your domicile is not Karnataka, you won't be able to participate in Karnataka State Counselling sessions under 85% State Quota. However, you can participate in Tamil Nadu State Counselling sessions under 85% State Quota.
To increase your chances at various MBBS medical colleges of Tamil Nadu, it is advisable to fetch a marks more than 410 (420+ is recommended).
All I can say is, if your expected marks becomes your actual mark, your performance is not up to the par to get admission to any top-rated Government or Private Medical Colleges.
