No, it won't be suggested to drop a year for JEE if your primary aim is to become an IAS officer. This is because IAS is not an easy exam and so is the JEE. So you must invest your precious time on your primary goal. You can take the Civil Services exam after any UG course. So you can do a B. A or B. Sc as they are 3 year courses, rather than doing B. Tech which is a 4 year course.
