As you have scored below cut off it means your are not eligible for jee advanced and jee advanced is the exam to get into IIT.

So automatically you are out of the race for IIT.

And if we talk about NIT it is again impossible for you to get into nit unless you are citizen of nagaland, manipur ,sikkim.

In nit like sikkim the closing rank may go upto 300000 for home state category.

The other option available for you is private colleges.
