If 19 marks is the cut off for each subject in jee advanced if I got 0 in paper 1 and 19 in paper 2 did I had qualified for that subject??

Subject wise cut off for any subject is taken after adding the marks in both papers. There isn't as such any cut off paper wise. So, the answer to your question would be Yes, you would considered as qualified. Subject wise cut off for any subject is usually 10% of the maximum marks in that subject.

The cutoffs in jee advanced are calculated by adding both paper 1 and paper 2 subjectwise marks so if you have got 0 in paper 1 and 19 in paper 2 according to your question then yes you will be said qualified in that particular subject.
