If I am aiming for an engineering college in Mumbai through Mhtcet CAP rounds then do I need to register for Mumbai University first?

No need to register with Mumbai University for outside mumbai Students, as CAP rounds are centralised for students across Maharashtra.
Students will be allotted colleges based on their merit and cutoffs and as per choices filled.
