Yes,even if you haven't qualified for JEE Advanced 2019 but qualified JEE Main 2019 then you are eligible for Joint Seat Allocation Authority (JoSSA) counseling from which you can take admission in NITs . You would also be eligible to get admission in CFTIs and IIITs .You would only be not allowed to sit for counseling of IITs as they take admission on the basis of JEE Advanced rank .

Yes ofcourse you are eligible for counseling process ; because in nits you will get admission through josaa counseling .
The only thing is that you will not allot any IIT or you may not be able to fill iit s in preference choices.
