If I cleared my NEET 2019 and didn't get the seat, will I be able to apply for any other medical seat in 2020 with the same marksheet

No. Admission will be based on the rank of that academic year only. For eg- 2020, as said NEET will happen twice so Dec 2019 and May 2020 will be the exams to be considered and the better one will be taken.
