Can i register for deemed university for second round if i did not register for it in the first round of counselling for neet mbbs?

Dear Divyan

According to MCC counselling scheme 2019, a candidate who has not registered for the 1st round, is allowed to register for the 2nd round but have to pay the fees(registration, tuition) which also include submission of choices, modify and locking of choices.
