Dear Arham ,
If you take admission into a private college,you can definately upgrade your seat in he second round.Im from Bihar so according to my personal experience,in the second round there is none in my knowledge who upgraded from private to medical college, inky government to governmet since cut off marks are high and lots of people are there with the same marks.
So you may apply for private and officially yiu habe chance for government but that is very unlikely to happen.
