if in neet first round counselling i have alloted a seat but i dont admit it than i would be able or not for second round counselling?

As per the counselling rules of NCHM 2018, if you are allotted a seat in the first round of counselling, you will necessarily be required to deposit the seat allotment fee (40,000) online, and then report to the reporting centre (RC) with required documents. If you do not do that, you will not be eligible to participate in the second counselling round and will be eligible for only for the mop up round.
Now, when you report to the RC after first counselling result, since you wish to be admitted in a better college of your choice, you can opt for upgradation of your choice by choosing 'Float' option which will allow you to participate in the second round and be considered for upgradation of college/course choice. You will also be able to make new choices before the second counselling with Float option.
