Your querry is bit confusing. It can be answered in two part. Part 1- if your all india rank is 400 and apart from that you have reservations for OBC-Pwd, then almost all the IITs will be opened for you. You may get varites of discipline in all IITs.
Part 2-your category rank is 400, then you may not have very high choices of discipline, but you may get into some IIT.
