If seat is blank then can I get admission in bit special round without crossing cutoff?

you can not get admission without clear the cutoff of the exam , you have to clear this for the counselling.

Sorry to say this you may not be elligible for the counseling with out clearing your cutoff in exams.
So you may not get admission.

regarding your question in order to be eligible for counseling and getting seat you need to clear cutoff in exams. If you have not qualified the cutoff then you are not eligible for getting admissio.
