if someone joined college under 15%aiq then he participate in state q85% counseling yes or not

If one has joined the college then only after leaving the college/withdrawal you will be able to join 85% quota. Otherwise if you are asking in general then yes you can apply in both the counselling and wherever you get the best..go ahead!
