You are not able to give test because your age is mere 16 but it should be at least 17 at the end of respective year.

You are not eligible to write NEET in 2018 but you can attempt it in 2019. The eligibility criteria states that you have to turn 17 by the end of the year in which you attempted NEET during admission process.

A candidate should have completed 17 years of age as on December 31 of the year of admission.
This means, that for NEET 2018, you should be at least 17 years old on December 31, 2018. Which means you should have been born not later than December 31, 2001.
Keep in mind that the lower age limit to appear in NEET 17 years. Admission seeker should be at least 17 years old as on admission or as on 31st December of year of MBBS/BDS admission. Only 17 years or older students should apply.

Candidates who are Born on or between 7th May 1993 and 1st January 2002 are eligible for neet.
Qualification Criteria
Qualifying Exam:Candidates must have passed the higher/senior secondary examination or ISCE which is equivalent to 10+2 examination Higher/Senior
Secondary Examination after a period of 12 years study.
Subjects:Candidates must pass the above qualifying examination with Physics, Chemistry, Biology/Biotechnology & Mathematics or any other elective subjects with English.
Minimum Marks:Candidates must secure minimum 50% marks (GEN), 40% marks (SC/ST/OBC), 45% marks (GEN PH) & 40% marks (SC-PH/ST-PH/OBC-PH) taken together in PCB subjects.
Appearing Candidates:Candidates who are in the 12th standard can also apply. They must have to show the passing certificates complying with the percentage criteria at the time of first round of counselling.
