Hi Rajan,
Yes, you can apply in pursuit of a better college. The same procedures of admission will be carried out by the university and yes you will have to cancel your admission but only before the final admission procedure. But it would be advisable that you continue with the course you are studying now. Since every year the competition gets tougher, the cutoff at which you secured the admission now, it is possible that you might not get in this year.
