For that please let me know your state in the comments so that I can tell you if your selection is possible in a goverment medical college via State Quota in your state. And in most states, with 400+ you can get a government medical seat.
Now, via 15 percent All India Quota for SC Category, 440+ marks would be a safe score for getting admission in a government medical college.
Here is the last year cut off mark for a government medical college (SC Category via 15 percent All India Quota) -
NEET Marks - 424/720
Rank - 60,283
College Alloted - Tezpur Medical College, Assam
Now, via 15 percent All India Quota for SC Category, 440+ marks would be a safe score for getting admission in a government medical college.

The chances are low but you should try. First of all see your category rank on score card and check how many total seats are there in your state and how many seats are reserved for sc category and if your rank is near by it then you will definitely get a govt. Medical seat.
