Yes you can migrate to a different college if you have just entered your third semester provided you have cleared all your exams in first and second semester. You'll have to get NOC (non objection certificate) from both parties that is, your present college and the college you want get it.

Yes you can. If you don't want to pursue your further education from the same institute, you can switch to different college, without any restriction.
