In some sites it is displayed that for eg closing rank for sc category is 20678 than its all India rank or its category rank plzz reply??

The rank 20678 which you are talking about is AIR not a category rank (atleast in careers360 websites https://medicine.careers360.com/articles/aiims-mbbs-cut-off .
Let me tell you a example(real) , as the last year 2018 cut off AIR was 14510 and category rank was 304 for SC and the college allocated at AIIMS Mangalagiri with same rank.
