Dear Arihant OCI means Overseas citizenship of India means the foreigner citizen of Indian background can live in India. And work in it. It's not an error because if you want to get admission in IIT if you are with Indian background but you have get the citizenship of the foreign country so you have to directly apply for JEE advance you can not apply for jee mains. The deciding factor if not JEE Mains you will not get admission in NIT directly you will have to give the advance and then qualifying it it then you will get IIT and other Institutes. I hope you are satisfied with my answer, because if you are foreigner residence then and for engineering Institute you have to give JEE advanced directly not the JEE Mains that's why there is showing no chance for JEE Mains for the foreignerforeigner(OCI)
