Hello Madhura,
Yes, conduct certificate is mandatory for counselling round of Vellore Institute of Technology. If your Transfer Certificate mentions that your character is good then I don't think so that you'll have to attach any additional conduct certificate.
I'll suggest you to call on the VIT helpline numbers provided by the university.
