Is iert allahabad is private or government colg for btech? And how can i apply for taking admission in 2nd year btech

Hi,IERT Allahabad is a state government engineering institution.For admission,the student has to appear for upsee, after the results and counselling process you can get admitted to the 1st year of the course.For admission in the second year,one must possess a diploma in engineering from any recognized university.
