Yes, it's mandatory and compulsory if you want to be an Assistant Professor/Lecturer across India. According to the UGC rule, only UGC NET exam is the gateway or entry for becoming Assistant Professor. PHD candidates are not exempted from appearing in UGC NET. They have to mandatorily appear in UGC NET, however, PHD candidates (with a clause) get a 5% relaxation in qualifying marks.
The official notification of NTA for UGC NET 2019 reads, "The Ph.D. degree holders whose Master’s level examination have been completed by 19 September 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e. from 55% to 50%) for appearing in NET." Thus, you can see from the official notice that even PHD holders have to take the test, but they will only be eligible for a relaxation of 5% marks in the qualifying marks.

There is only one clause under which you are not needed to take the UGC NET exam for being an Assistant professor, and that is if you are a PHD degree holder from the top 500 universities of the world (ranked by only of Quacquarelli Symonds (QS), The Times Higher Education (THE) or the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai). If you are a PHD holder from the top 500 Universities of the world, then you need to fill the application form of or appear for UGC NET exam, as you will be eligible for direct recruitment (without taking UGC NET) as Assistant Professor across the universities/colleges/institutions of India. Such candidates will be eligible for direct recruitment of Assistant Professors from 2021 onwards, as per an official announcement by the UGC.

It was compulsory to clear NET to be a professor in a college or university .But Since 2009 HRD minsiter changed this rule and remove this mandatory condition . So if you have a phd degree or you have applied for it. Then you are considered to be eligible for being a professor in any college and university.
So have a chill pill and gp for it freely.
