All the rules and regulations of a particular institute are decided by the organising committee and underlying developmental authority.

Different colleges have different norms for the regulatory activities which can not be altered and students are bound to follow them.

If you take admission in any institute then you will have to go by their rules and regulations and students have very little authority over these issues.
