If you belong to general category then with 85 percentile score you won't get any seat in government college.Even if you are from OBC it will be not easy to get any seats in government college.Cuttoff percentile are going to expect around 85 under general quota.If you are from SC or ST then there is chance to get seat in NITs with 85 percentile score.
