If i get alloted mbbs seat in 2nd round but i want to try for better college in spot round can i resign said seat in 2nd round WITHOUT PENALTY n apply for spot round?

Dear student, there are very very less chances that there will be any spot round for MBBS colleges in Odisha state in 2019 NEET UG counselling process. The release of spot round of counselling is subject to availability of seats after the allotment process is over in the regular rounds.
