Hope you are doing well.
No, there is no Civil Engineering course available in any of IIITs as they are solely made for Computer Science and related streams like IT and ECE.
Further 1.7 lakh rank in JEE Mains is very high and you won't be able to fetch a seat in any of NIT, IIIT or GFTI.
