Is there any possibility that AICTE and government of India actually create online journals, theories and periodicals which everybody can access because not all the libraries have subscribed to these journals?

There is a National Digital Library which has many documents, research papers, publications and various types of reports. They are all available free of cost for anyone who can register and download and use them.They are gradually classified in terms of various disciplines so that search is also easy.
