is there any reserations in IIT for those studied +2 in port blair ?

Hii,
I am sorry to tell you but there is no such reservation offered by IIT. But there many other reservations which are based on home quota, state quota, and All India quota. Home state quota applies to those candidates who belong to the same state in which the institute is there, State quota is for those who belong to another state other than the state in which the institute is and All India quota applies to all candidates i.e. it includes both home state and state quota.
