Is there any rule that if i give jee advanced and couldn't qualify then i will not be able to sit for counseling on the basis of my jee mains rank .??

There is no such rule! See when you appear for Joint Entrance Examination Advanced and get a rank in it, then you are eligible to take admission into Indian Institute of Technologies or IITs, however from your JEE Main rank you will get admission into National Institute of Technologies!
So, even if you fail to qualify JEE Advanced, you still can sit for counselling to get your seat in NITs, IIITs, GFTIs and other colleges.
