is there full reambersment fee for students who got below 10,000 rank?

Hii there,
Dear candidate hope you are doing well, your question is not complete so so we are unable to solve your doubt. It would be better if you could provide us the exact counselling or the exact examination that you are going through or you have applied to.
But I would like to suggest you that there is no such rule of getting fee reimbursement for the counselling if your rank is below 10k or you are AIR 1.
