No, JCECE counselling is only for Jharkhand state students. Other state students cannot participate in it, even in special round.

JECECE counselling mainly for Jharkhand ke students ke liye hoti hai.
Dusre rajyon ke students normally isme participate nahi kar sakte.
Special round counselling me kabhi-kabhi relaxation mil sakta hai.
Yeh depend karta hai ki seats vacant hain ya nahi.
Latest eligibility ke liye official notification zaroor check karein.
