May I get any b pharm college under tfw quota in the rank 8215 (GMR), 1971(TFW)?

Yes dear, you can. In the state of West Bengal there are many private colleges where you can take admission. However if this rank is your WBJEE rank then private colleges like:

NSHM Knowledge Campus Kolkata

Guru Nanak Institute of Pharmaceutical Sciences

Gupta College of Pharmacy

Bengal School of Technology

Dr. B.C.Roy college of Pharmacy and many more.

If this is not your WBJEE rank then also you can apply in these colleges through your JEE Mains score. If you are planning for Government Colleges

1. Jadavpur University would be very difficult with this GMR but your tfw rank can help you if seats remain vacant

3. Institute of Jalpaiguri , however it's better if you choose any private college over this one.

Under tfw quota if you apply in the private colleges , other than tuition fees you have to pay the rest.
