My brother got 73.3 in first attempt and 85.6 in second attempt, will he be eligible for Jee advance with a rank of 163861/

His percentile this year might just allow him to be eligible for JEE advanced, considering you belong to General Category since the cutoff percentile is always around 85.00
Again, we will have to wait for NTA's official declaration of cutoff for that. Do not rely on news sites, they are only releasing expected cutoffs.
Also, with 85 as the percentile, it is a little difficult to get into a government engineering college for a general category student.
