You must be between 21 to 30 years as on April 1, 2019. In other words, candidates should be born between April 2, 1989 and April 1, 1998. However, if you are from OBC-NCL category, then you will get 3 years age relaxation in the upper age limit. Which means that you are eligible.

As per the SBI PO Eligibility- Age Criteria, candidate must be between 21 to 30 years as on April 1, 2019.
Candidates should have been born not later than April 1, 1998, and not earlier than April 2, 1989.
Relaxation of Upper Age limit is provided to students belonging to the Reserved Categories.
For OBC NCL category, age relaxation is 3 years.
As per the age limit, candidate should not have been born later than 1 April 1998 and according to this you are not eligible to apply for the exam.

Yes, you are eligible to fill the SBI PO exam form 2019. The forms are available from 3rd week of April. Candidates of general and Obc category need to pay INR 600.
