Yes, you can appear for the NEET exam by 2020.

The minimum eligiblity criteria to crack the NEET exam are as follows;

1. The candidates must passed 10+2 board exam with Physics, chemistry, biology and English as a mandatory subject.

2. The candidates minimum age should be 17 years on 31st December, 2019.

3. The maximum age of the candidates;

• For General Category - not more 25 year of age.
• For other category - 30 year of age.

4. The qualifying marks for the general category minimum 50% and 40% for reserved category and for the PWD it is 45% of marks for PCB students.

5. There is no limit to appearing in the exam (within the prescribed age limit).

since you will be attaining 17 years of age by 31st December 2020 is you will be able to set for Neet 2020 but not need 2019 provided that you have obtained 50% reach of physics, chemistry and biology in your class 12 level board examinations if you are an reserved candidate and 40% in each if you are reserved candidate
