My father is in CISF(paramilitary force) I reside in Assam(for 6 yrs) is domicile reqd. foe me to be eligible for 85% state quota?

The following are the eligibility criteria to obtain a domicile certificate from the Assam Government:
Every individual holding land in Assam are eligible to obtain domicile certificate.
The applicant must be a resident of Assam for a period of minimum 20 years.
The applicant parents or forefather should have resided in the state for a minimum of 50 years.
If you are satisfying one or all of these conditions you can get a domicile certificate of Assam and participate for the 85% home quota seat or else you have to appear it from your own state.

Is there no special grants for transferrable paramilitary forces.. How r they expected to stick to the same place for 20 yrs? This way I am not eligible for state quota anywhere!
