My friend have secured 21k rank in open category in jee advanced and her obc rank is 4900! what are her chances of IITs pls post the ans soon! need it very urgent!

As cut-offs for every IIT's varies every year with the number of students appearing or the numbers of seats increasing in IIT's. It's very tough to say the chances of getting a seat in IIT's.
As your rank is 4900 in OBC category you may have chances to get some lower IIT's as per the previous records total number of seats for OBC candidate in all IIT's is around 4000.
You can check the college predictor for JEE Advance score to know your other admission possibilities with the possible branches.
