My GATE marks according to response is 24.66. is there any Grace marking ? Or no ? I am ECE student and cut off is around 25 or 26.

If you have fully checked your response sheet and you are getting 24.66 or even 25 or even 26, there is no scope. Yes, you can get admission in any of the lower grade state college or any private college with your qualification marks but again it will be for the namesake.
So, it's my request that please do not ruin your career by joining any college just for the degree because if you have choosen master's as your option then you must have thought something.
Drop one more year and try to get above 65 or 70 so that you can get into IIT's
