My general rank for Wbjee is 14196 and my sc rank is 710. Is there any chance that I will get admitted in Jadavpur in CSE or IT in round 2?

As per previous year cut off and this year's trends you are surely eligible for admission in Jadhavpur.

But as you are much interested in cse it's chances are a little low though you can get it.

Yes you are ellegible to seek admission into jadavpur university. There is no doubt to it and since your rank is also fine so you certainly have chance to grab this opportunity but choice of branch maybe a factor of concern, it may happen you wouy be able to get in other rounds of counselling.
