can you specify more details like which college you want to take admisssion or on which state's college you are looking for, the eligiblity criteria is different for different - different college. and yes you are eligible for private and some goverment engineering colleges.

As you have not mentioned your category, I assume you belong to general category.
JEE mains cut off for general category was 82 percentile. As you got 74%percentile therefore you are not qualified in JEE Mains and hence not eligible for admission to engineering colleges through JEE Mains rank.
However you can opt for private colleges.

Percentile is never a hindrance while taking admission in any college be high or low. The only hindrance is 12th board percentage which should be a minimum of 75% or you should be in top 20% percentile of your board.
If both the above criteria is satisfied by your 12th score then you can apply for admission in you preferred college and hope for the best.
Yes, you are eligible to take admission in colleges, but with this percentile it is not possible to to NITs, IIITs or any other central government colleges. But you can try for state government colleges and good private colleges.
