Since, the cutoff for the year 2020 is not out yet, it would be hard to tell the exact college according to your rank. But, as per last year's cutoff, National Institute of Technology, Raipur (for home state) had 3541-14806 cutoff rank and National Institute of Technology, Hamirpur (for home state) had 3797-24979 cutoff rank, for OBC category. So, you might have a chance in these colleges.
