No this is not valid in Maharashtra for that you have to obtain certificate form Maharashtra government so you can apply this certificate in Karnataka only .

Firstly, you can't apply in govt. college in Maharashtra. You can only apply for deemed universities. Secondly, You will be treated as general. Your obc state certificate will not work.
