my obc certificate is of bihar state but i live in delhi so can i get obc certificate of delhi

If you have house in bihar and you study in delhi then, you will have state code of eligibility of delhi. You need to make OBC certificate on format given by Josaa. And it should be signed by not less than District magistrate / SDO on that format in bihar.
But if you are resident of delhi than you need to make OBC certificate from delhi only.
