my score in neet 2019 is 398 and maharashtra domicile. is there any chance to get govt college/pvt college

You can apply for state quota counselling. If you are from unreserved category, chances of getting admission in a government college is negligible. If you are from SC/ST categories, you have fair chancess of getting admission in a govt College.
Also you have good chances of getting admission in. Private medical colleges like Indian Institute of Medical Science & Research, Jalna and Vedantaa Institute of Medical Sciences, Palghar. For other private colleges, the cut off marks for UR Category is above 400.
