Since you got the 26k rank in VITEEE which comes under slot 2 of phase 2 counselling. Through this rank you will be eligible to get branches like Civil,Mechanical, Automobile in Vellore campus or may be you will get other core branches like ECE/EEE/ETC/E and I at Chennai campus
And always try to take the branch at main campus if possible.

Should I go for counselling or not....And they are demanding a DD of 3 Lacs for counselling ....Is this fee refunded....if I won't take admission....Need answer...???

Yeah you should definitely go for counselling and regarding the refundable of fee yeah surely they will refund your fee after cutting 10k - 20k. But the Counselling fee will not be refundable.
So make sure all these things and go for the Counselling.
