Your son had score good in NEET 2019. If his All India Rank is 19000 then it's good. If he has not got a MBBS seat in government college. He could have tried for government seats of private colleges. If he wants a seat in government college only and this year he is not getting then he may repeat. If next year he can score much better then the year will be worth repeating. He may drop this year to score much better and take admission in his desired college.

Its worth it only if he tries to give his all this time for NEET. As said, a person learns from his mistakes, he most probably now knows where he lacked last time. If he is actually willing to work hard and study harder this time, let him; but if he doesn’t wish to drop a year for his dream college, let him not.
Also, make sure that the Government College he got admission into is actually good or not.
