My son is expecting 139 Mark's in CLAT 2019. Which NLU may he get, even in vacant seats

First of all congratulations on your son's score, Though this year the expected cut off is high so with a score of 139 you can expect nlu cuttack, ranchi,Kochi,patiala and during vacancy you can try for hnlu ,rmnlu. These assumptions are based upon the previous year cut off trends.
