I would like to confirm whether this category 3A (BCM) is applicable in Karnataka or in some other state. If it is, then your child needs to produce a Form F for admission. To claim reservation, candidate’s parents should have studied from Karnataka for at least 7 years. For 15% All India Quota seats, you will be required to check the central list for OBC and if your category falls in the list then you will be eligible to claim reservation.

Yes . Your son is eligible for the above mentioned quota because Neet doesn't include parental income. Although the same might differ from state to state as different states have different criteria's for various quotas.
